It was recommended by Council President, Mayor, and the Auditor a two (2) month appropriation be completed to allow time for the Mayor and Auditor to determine the expected Revenue for the City of Portsmouth 2007 Operating Budget. The Council President Howard Baughman informed Council and the public of his discussions with the Portsmouth City Schools concerning selling the Spartan Municipal Stadium and Branch Rickey Baseball Park for one (1) dollar. Council voted to prepare Legislation (voted 4 to 2) for a First Reading at the December 27, 2006 City Council Meeting. I voted against preparing legislation until all details/facts can be disclosed and discussed. (12/15/06)

Repeal SOGP water contract 2003-08. THE SOGP WATER CONTRACT ORDINANCE No. 2003-80 MUST be REPEALED. It is a twenty-year contract from 2006 - 2026 to supply water to industrial sites at a CITY RATE instead of the COUNTY RATE. The CITY will lose at least $2,500,000. This Ordinance does not take effect until November 2006. Discuss a temporary fix to a safety issue of raw sewage for residents on Grandview Avenue and Harding Avenue area during hard rains. It involves identifying the number of backflow preventers needed, cost, and installation. It would address the immediate safety issue until a permanent fix is designed and installed.
ORDINANCES 1964-13, 1966-4, 1978-153, 1978-154 pertain to Southern Ohio Growth Partnership (SOGP) representing the CITY---MUST be REPEALED. A NEW ORDINANCE needs to be prepared to describe the relationship between the CITY and SOGP.
